Kazakhstan is set to enhance its territorial defense system.
The Senate, the upper house of the Kazakh Parliament, has approved a law that
regulates public relations and establishes the legal framework for state policy
in this field. The document provides for separate funding of the system and
sets out detailed regulations for state oversight in this area. For the first
time, the law formally defines the terms «volunteer» and «self-defense
formation.» It also establishes procedures for coordination between the
Ministry of Defense, other government agencies, and specialized transport
companies in organizing military transport and ensuring technical support for
communication routes.
«The adoption of the law will bring a number of positive
social effects. In the area of territorial defense, it will enhance the
efficiency of central and local executive bodies. Volunteers will gain the
right to compensation and will be integrated into cooperation with regular
military units. This will serve as an impetus for fostering patriotic
consciousness and acquiring essential skills,» said Senate member Galiaskar
Sarybayev.
