Nearly 3,000 people have been
granted the Kandas status since the beginning of 2024. More than half of them relocated
from China, about 31 percent came from Uzbekistan, and the rest moved from
Turkmenistan, Mongolia, Russia, and other countries, the Kazakh Ministry of
Labor and Social Protection of the Population reports. Ethnic Kazakhs have
settled in various regions of the country. Those who arrived in the Akmola,
Abai, Kostanai, Pavlodar, East Kazakhstan, and North Kazakhstan regions have
been provided state support measures, including one-time subsidies for
relocation, as well as monthly payments for rent and utilities for up to a
year. Since 2023, a new mechanism for granting the Kandas status on a single
window principle through the country’s embassies has been implemented in a
pilot mode. It allows ethnic Kazakhs to resolve certain issues, such as
employment, housing opportunities, and obtaining the Kandas status without
entering their historical homeland. To date, over 6,000 applications have been
accepted.
