Maslikhats are an important branch of government. Kazakh President Kassym-Jomart Tokayev stated this at a national forum of all-level maslikhat (local representative bodies) members in Astana. In his address, the Head of State recalled the amendments to the Constitution made following the 2022 referendum. Thus, elections to regional maslikhats are now held under a mixed system, while district deputies are elected solely through a majoritarian system. As a result of the reforms, political competition has been strengthened, and the number of women and youth in representative bodies has significantly increased. President Tokayev also highlighted the need to expand the role of maslikhats in economic policy in the regions.

«New Budget and Tax Codes are currently being developed. When working on these, it is necessary to consider the specifics of the local self-government reform. The Government should revise the mechanism of formation and expenditure of local budgets. There is a need for specific proposals to enhance the financial independence of the local authorities. Members of the maslikhats should actively participate in discussions regarding the draft codes. It is necessary to ensure proper and effective distribution of local budget funds. I ask them to approach this issue with utmost seriousness,» Tokayev said.

The Head of State once again emphasized the importance of the upcoming nationwide referendum, which will be held this Sunday. According to him, this event is another vivid manifestation of the «Listening State» concept.

«I have repeatedly expressed my position on the construction of a nuclear power plant. In order not to be left on the sidelines of global progress, we must use our competitive advantages. If citizens vote in favor, this project will become the largest in the history of Independent Kazakhstan. The construction of a nuclear power plant is a long-term project that will ensure sustainable progress for our country for decades to come, creating opportunities for training a whole class of engineers and specialists of various profiles. Today’s youth and future generations of Kazakh citizens will fully benefit from these advantages,» Tokayev added.
