Kazakhstan, Türkiye enhance cooperation

Kazakhstan and Türkiye have agreed on the transit of military equipment and personnel through each other’s airspace. The agreement was ratified today by the Mazhilis, the lower house of the Kazakh Parliament. It establishes procedures for such transit, including the issuance of permits and flight coordination. The agreement is expected to streamline cooperation, enhance the efficiency of air transport, and strengthen security collaboration between the two countries. 

«At the same time, each state retains the right to deny any request for transit authorization, as well as to suspend or revoke a previously granted permit if either party considers that the requested transit of military equipment and personnel does not comply with the provisions of this Agreement or poses a threat to national security,» said Askar Mustabekov, Kazakh Deputy Minister of Defense. 

Civil service candidates to be selected digitally

The Mazhilis has also adopted, in its second reading, a revised law aimed at modernizing the civil service system. Under the amendments, recruitment will be conducted digitally through the E-Kyzmet system, enhancing the transparency of the process. The law, developed in line with directives from the Head of State, sets out new requirements for civil servants, including patriotism, professionalism, openness, and an impeccable reputation. It also includes measures to make civil service more attractive, such as salary indexing, compensation, and social benefits. Additionally, a program to prepare candidates for entry into the civil service is being introduced.

«A separate set of amendments relates to aligning the provisions of the draft law with Kazakhstan’s updated Constitution. This work is of fundamental importance, as it ensures the coherence of the legal system and upholds the supremacy of constitutional norms. Implementing the draft law’s provisions will enhance the professionalism of the state apparatus, improve the quality of public administration, and strengthen public trust in state institutions,» said Mazhilis member Marat Bashimov.
