The procedure for the use of data
for scientific research and AI training is set to be regulated in Kazakhstan. A
data observer institute will be introduced to evaluate the e-government data in
accordance with national registries. The Mazhilis, a Lower House of the Kazakh
Parliament, approved a draft law on state statistics in the first reading. The
amendments are aimed at improving the mechanisms for collecting statistical data.
In the era of digitalization conventional methods are losing their relevance,
Mazhilis members note. It is planned to use alternative data collected from
banks, mobile operators, and others to clarify information. Pursuant to the
document, the requirements for data management will be approved by a government
decree. Quality control of administrative data will be introduced.
“In coordination with the Bureau of National Statistics,
these data will be provided for statistical reporting and data analysis. The
concept of national reference information, including a set of classifiers,
catalogues, directories, and nomenclatures, is being established. Legal status
is given to National Registers, serving as bases containing reference data for
all sectors within the e-government architecture. There are no replications,
inaccurate data, or forgeries,” said Yekaterina Smyshlyayeva, Member of the
Mazhilis, the Lower House of the Kazakh Parliament.
