In Kazakhstan, changes have been made to the rules for managing
road traffic for certain types of vehicles. The Senate, the Upper House of the
Kazakh Parliament, has approved the relevant law with accompanying amendments
in the second reading. According to them, mopeds will now be classified as
motor vehicles. Their owners will be required not only to register the vehicles
but also to hold a driver’s license. Those with licenses in categories A, B, or
C will automatically receive the A1 subcategory, which allows driving mopeds.
«I
believe that the law under consideration, aimed at improving the legislation on
road traffic management will significantly address the tasks set by President
Kassym-Jomart Tokayev to ensure road safety. The Basic Law provides for
amendments and additions to three legislative acts, including the Criminal Code
of the Republic of Kazakhstan and the Laws «On Road Traffic» and «On Permits and Notifications».
An amendment is proposed to the Criminal Code to classify mopeds as «other
motor vehicles», said Yevgeniy
Bolgert, member of Senate, the Upper House of the Kazakh Parliament.
Additionally,
according to the MP, the concept of «average speed» will be implemented on
highways of national and international significance in the country. It will be
automatically calculated by devices. This innovation will serve as an
additional mechanism for monitoring drivers’ adherence to speed limits.
«The
average speed will be automatically calculated by specified devices and tools
only on countryside and straight road sections where there are no bypass routes,»
Bolgert added.
