President Kassym-Jomart Tokayev attended the opening ceremony of the World Artificial Intelligence Conference (WAIC) in Shanghai. In his address, President Tokayev noted that the forum showcases China’s outstanding achievements in AI, with Chinese developers accounting for the largest number of AI-related patents worldwide. The Head of State expressed support for the concept of «AI for Good, AI for All» and praised the strategic vision of Chinese President Xi Jinping.
«On October of 2029, China will mark the 80th anniversary of its establishment as People's Republic. 80 years mean one human's life. And half of it, China was fighting the devastating consequences of political and economic upheavals. And within just 40 years, China made tremendous progress in its development, totally overcame poverty, and became a global first-rank powerhouse with widely diversified economy, including super-high technologies,» Tokayev said.
AI is emerging as an industry that will have a decisive impact on the future of the economy, trade, and global connectivity. The global AI market is expected to reach nearly $5 trillion by 2033. President Tokayev stressed that the governance of AI technologies should be comprehensive, covering the entire value chain — from semiconductors and data centers to ethics, education, and the protection of human dignity.
«Kazakhstan believes that the establishment of the World Artificial Intelligence Cooperation Organization is a decision of historic significance. I am confident this organization can become a vital pillar of a universal AI governance architecture. It should become an instrument of mutually beneficial cooperation for development and safety of people around the world,» Tokayev added.
The Head of State proposed holding the inaugural meeting of the World AI Cooperation Organization in Astana and establishing a regional office for Central Asia in the country. He also proposed creating, under the auspices of the organization, an international network of schools and experience-sharing centers for AI solutions, as well as an expert platform for regulating AI and developing standards and ethical guidelines.
«We propose to launch the Kazakhstan-China Digital
Bridge Initiative, mostly aimed at accelerating digital commerce and serving as
a practical model for integrating digital economies across the Belt and Road Initiative.
We should fast-track the safe and large-scale deployment of AI across
manufacturing, mining, energy, agriculture, healthcare, and water management,» Tokayev noted.
