The Kazakh Parliament has
ratified amendments to the agreement with Russia regarding the supply of oil
and petroleum products. The amendments envisage the cancellation of the
temporary periodic declaration for those types of goods exported from the
neighboring country to Kazakhstan. According to Senate member Bauyrzhan
Kaniyev, Kazakhstan imports gasoline, aviation and diesel fuel, as well as some
types of Russian oil products within certain quotas. He noted that the use of
that form of declaration, on the one hand, led to the emergence of a monopoly exporter
that retained the entire volume of the allocated quota in the neighboring
country. On the other hand, it contributed to limiting the choice of suppliers
for domestic entrepreneurs. According to MPs, the law approved by the Senate
could allow Kazakh business people to freely purchase Russian oil products while
taking into account their interests in terms of pricing, payment, conditions
and delivery times for those goods.
“The proposed law introduces amendments to the
third article of the agreement regarding the cancellation of temporary periodic
declaration for oil and oil products exported from Russia to Kazakhstan. These
changes will not apply to oil products exported in two ways. Firstly, as reserves,
since the declaration of reserves is carried out through customs declaration of
vehicles. Secondly, as supplies by pipeline transport in 2022-2024, which is regulated
by a bilateral agreement,” said Bauyrzhan Kaniyev, member of the Senate, the Upper
House of Kazakh Parliament.
