Kazakh Parliament approves amendments to Constitutional Law on Judicial System

Strengthening the rights and social guarantees of judges to ensure their independence - amendments to the Constitutional Law ‘On the Judicial System and the Status of Judges of Kazakhstan’ were approved in the first reading during a joint session of the Houses of the Kazakh Parliament. Another set of legislative initiatives is aimed at changing the order of organization and activities of the Commission on the quality of justice. Other amendments provide for a more effective response to violations of the law by judges. A new mechanism for reviewing disciplinary case materials by the Judicial Panel will be implemented for each such incident. Moreover, it is recommended to evaluate their professional performance based on a three-year period rather than one year.

«The draft law primarily aims to ensure impartial and fair justice. Specifically, the amendments focus on enhancing judges’ professional qualifications and accountability. The document is intended to enhance the work of the judicial panel and restructure the commission on the quality of justice,» Nurlan Beknazarov, a member of the Senate, the Upper House of the Kazakh Parliament, said.
