In 2023, the Government of
Kazakhstan has developed 32 draft laws. These initiatives cover various areas
such as public order, economy and budget, media and social sphere. Overall,
five laws have been signed by Kazakh President Kassym-Jomart Tokayev, 20 are
under consideration by Parliament, five are under review by the government, and
two are undergoing coordination within state authorities. According to the
approved plan, next year, the government intends to draft 18 bills, including a
new digital code and a law addressing the improvement of the state support
system for the innovation sector. Their adoption is expected to revitalize the
IT sector, increase the number of promising startups and attract additional
investments, as noted by the government.
“A draft law on endowment funds
will be developed in order to advance the fields of education and science as
well as to ensure sustainable funding for universities. To reduce the
perception of corruption in law enforcement agencies, an institute for
monitoring professional integrity will be introduced. Thus, it is planned to
develop draft laws to address current challenges in state regulation,” said
Alikhan Smailov, Kazakh Prime Minister.
