Members of the Mazhilis of the Kazakh Parliament approved the draft law on land relations on the second reading. The bill has been sent to the Senate of the Kazakh Parliament for consideration. The document initiated by Kassym-Jomart Tokayev prohibits the lease and sale of land to foreign nationals, as well as to legal entities with foreign interests in their companies. Secretary of the Committee on Agrarian Issues of the Mazhilis of the Kazakh Parliament Berik Ospanov said that the bill received positive opinions from representatives of state bodies, political parties, public organizations, and agricultural producers. Three meetings of the working group and two extended meetings of the parent committee were held.
“The bill introduces amendments and additions to five legislative acts that prohibit foreign land users, legal entities of the Republic of Kazakhstan with foreign participation, as well as kandas people (ethnic Kazakhs who lived outside Kazakhstan but chose to return or move there after the country gained independence) from owning agricultural land on the basis of private ownership and the right to use land. The bill was approved by the lower house in first reading on April 7 of this year. In the course of its consideration, the members of the Mazhilis introduced amendments aimed at strengthening the purpose of the bill,” said Berik Ospanov, member of Mazhilis, Lower House of Kazakh Parliament.
