Saving for children’s education through Keleshek system proposed in Kazakhstan

There is a proposal in Kazakhstan to save in advance for children’s education through the Keleshek educational capital system. Funds accumulated over the years could be used in the future for studies at vocational institutions and universities, both domestically and abroad. If a child receives a grant, there are several options for using the accumulated funds. The money can be used to purchase housing, pursue additional training, or even be transferred to a third party. The Mazhilis, a Lower House of the Kazakh Parliament, approved in the first reading these and other amendments to certain legislative acts related to streamlining legislative regulations in the fields of information, social development, culture, and archiving. On the sidelines of the Mazhilis, representatives from the relevant ministry shared more details on the Keleshek program.

«The Keleshek system will be an additional tool to ensure the accessibility of education, including higher education, vocational training, and postgraduate studies. When a child turns five, in the calendar year the savings account is opened, the account will automatically receive 60 monthly calculation indices (MCI) from the state for all categories of children, and 120 MCI for children without parental care. The state reward is 5-7 percent,» said Kazakh Vice Minister of Science and Higher Education Talgat Eshenkulov.
