Kazakh President Kassym-Jomart Tokayev addressed the IX Congress of Judges of Kazakhstan. The event brought together judges from all regions of the country, representatives of central and local government agencies, and foreign experts. The Head of State outlined a number of priorities for further improving court activities. According to President Tokayev, the ability to appeal court decisions in cassation plays a key role in the administration of justice.
«In July of this year, I signed a law establishing three independent cassation courts for criminal, civil and administrative cases. The new courts are scheduled to begin operations on July 1, 2025. It is important to carry out all necessary preparatory work for this. The staff of the cassation courts should be composed of the most experienced judges. The independence of these courts will significantly enhance access to justice for our citizens and improve conditions for investment and business,» Tokayev said.
The next priority is to continue the digitalization of the sector. This has enhanced the transparency of court activities and significantly simplified citizen participation in the judicial process. The Head of State emphasized the need to widely adopt innovative technologies and artificial intelligence. Notably, remote court proceedings and online broadcasting have already demonstrated a positive trend.
«This year, online broadcasting of court hearings began for the first time. Two сourt proceedings have already taken place in this format. The court cases were conducted with maximum transparency in front of millions of people. I believe this new development has strengthened public trust in the judicial system and is leading to increased expectations for judges and prosecutors. The parties involved in the trial can openly express their positions and proposals. Such a good practice should be applied during court hearings,» Tokayev added.
In conclusion, President Tokayev supported the adoption of the new Code of Judicial Ethics, which will establish high standards of judicial conduct and strengthen public confidence in the judicial system.
