Over 18,000 ethnic Kazakhs have returned to
their historical homeland and received Kandas status, according to data from
the Ministry of Labor and Social Protection of the Population for 2024. Nearly
half of them came from China, and the rest moved from Uzbekistan, Mongolia,
Turkmenistan, Russia, and other countries. Notably, a new mechanism for
granting the Kandas status on a single window principle through the country's
embassies has been launched in a pilot mode. It allows ethnic Kazakhs to
resolve certain issues, such as employment, housing opportunities, and
obtaining the Kandas status without entering their historical homeland. To
date, around 23,000 applications have been accepted. Notably, since 1991, over
1,146,000 ethnic Kazakhs have returned to the country.
