The new Constitution will come into force on July 1
and will launch a large-scale legal revision. The Basic Law provides for the
adoption of five constitutional laws and amendments to more than 60 articles.
The lawmaking process is becoming more transparent, and the procedure for
dissolving Parliament is clearly regulated. This is expected to enhance the
stability and predictability of the political system. According to political analyst
Andrey Chebotarev, the stable functioning of key state institutions is of
particular importance. The new Basic Law strengthens the role of Parliament and
establishes a more reliable institutional framework.
«The Constitution has transformed not only the
institutional framework but also the value foundation of Kazakhstan’s
statehood. Above all, the country’s core idea is that of a Just Kazakhstan,
with law and order as one of its key principles. At the same time, our
traditional values, interethnic and interfaith harmony, as well as unity and
solidarity, are preserved. Meanwhile, the people of Kazakhstan are recognized
as the bearers of sovereignty, which is important,» noted political analyst Andrey Chebotarev.
The new Constitution of Kazakhstan proclaims a transition to a human-centered model, in which citizens’ rights, personal security, and legal protection become the foundation of state policy. According to experts, this model makes the country’s legal system more modern and responsive to the real needs of society, creating a basis for sustainable development and fostering greater trust in state institutions.
«When it comes to strengthening Kazakh citizens’
rights, I would like to highlight the Miranda rule. That is, without knowledge
of legal terms or language, individuals can inadvertently incriminate
themselves. Therefore, I consider these amendments highly significant, as they
provide stronger safeguards for our rights,» said Rustam Kairyev, Chairman of the Union of Uyghur Youth of
Kazakhstan.
