Kazakhstan’s new Сonstitution strengthens family protections

The new Constitution strengthens the protection of the family and childhood, participants of an international conference in Astana stated. Under Article 27 of the draft Basic Law, marriage and the family are placed under state protection, while caring for children stands as a natural right and a parental duty. Article 30 stipulates that able-bodied adult children are obliged to care for their parents in case of incapacity. These provisions are aimed at safeguarding the family institution. The new norms will reinforce traditional family values in the country and provide them with legal protection, MPs note. The meeting participants, including MPs, scholars, and experts, also praised the mechanisms designed to protect the rights of women and children, as well as the legal regulation of spousal relations.

«The value system is currently being renewed and expanded. The new Constitution places particular emphasis on family values. It clearly stipulates that marriage and family represent an equal and voluntary union between a man and a woman. Also, motherhood, fatherhood, and childhood are placed under state protection said Yekaterina Smolyakova, member of the Mazhilis, the lower house of the Kazakh Parliament.

«It underscores the unity of mother, father, and child as the foundation of family values, thereby clarifying the concept of the family. Following the adoption of the new Constitution, comprehensive amendments will be introduced to sectoral legislation. As new provisions come into force, adjustments will affect the law on the family, the rights of the child, education, and a number of other legislative acts noted Mazhilis member Nurgul Tau.
