Kazakh Mazhilis passes law on science and technology policy

Entrepreneurs investing in science in Kazakhstan will receive a comprehensive package of support and incentives beyond tax benefits. The Mazhilis, the lower house of the Kazakh Parliament, has passed a law and accompanying regulations on the development of domestic research. These legislative measures aim to enhance the legal framework of state scientific and technological policy. The law also defines the relevant norms related to determining the status of the National Academy of Sciences and improving the structure of the science management system. Mazhilis members took into account mechanisms for financing the industry.

“During the legislative process, Mazhilis members made relevant amendments. Firstly, the procedure for granting the status of a research university has been regulated. Additionally, tax incentives will be provided to support the establishment of scientific centers within research universities. It is proposed to reduce taxes for entrepreneurs who implement Kazakhstan’s scientific achievements into industrial operation, including through reduction of taxable income related to research and development expenses. A 50 percent reduction of taxable income is envisaged for private companies,” said Mazhilis member Tansaule Serikov.
