Visually impaired Kazakh citizens
are now able to identify the content of digital letters and documents, as well
as access web portals and platforms, thanks to a special mobile application
developed by the Tіl-Kazyna center under the country’s Ministry of Science and
Higher Education. It features a screen reader that helps people with eye
disorders to read texts in Kazakh and independently use smartphones. The unique
IT project is already available for download on Android devices.
“It took us about six months to
develop this unique program in the Kazakh language. The main technology we used
is called Text to speech. The success achieved by our center’s staff is
attributed to our ability to convert written Kazakh speech into spoken words or
speech synthesis,” said project manager Bauyrzhan Serikbai.
“Kazakhstan ratified the
Convention on the Rights of Persons with Disabilities in 2015. According to it,
the government should create accessible information infrastructure to eliminate
communication barriers for people with disabilities. I am glad that our country
is fulfilling its obligations. Today’s presentation of the unique digital
product is a direct confirmation of this,” said Kenzhegul Seitzhan, Member of
the Mazhilis, the Lower House of the Kazakh Parliament.
