Starting in 2026, the recruitment of civil service employees
will be conducted exclusively online. A unified human resources information
system, «eQyzmet», will be introduced in all government agencies by year-end,
Chairman of the Agency for Civil Service Affairs Darkhan Zhazykbay announced.
According to him, a digital rating for civil servants is being introduced
within the platform. This module will use data from electronic personnel
records to identify potential candidates with extensive experience and
qualifications for political positions and Corps «A» roles. Plans also include
developing a new architecture for the Unified Human Resources System, incorporating
digital solutions from the QazTech platform. Artificial intelligence
capabilities based on KazLLM are expected to be utilized in the selection
process. The Agency notes that the introduction of digital technologies has
already proven effective, with the number of applicants per vacancy increasing
on average by 1.5 times.
«By decree of the Head of State, the Civil Service
Development Concept, designed until 2029, has been approved. In this regard, as
the authorized body, we have prepared a new law. It focuses on the formation of
the apparatus and the further enhancement of the hybrid model of civil service
and digitalization. Our goal is to ensure transparency within the civil service
and attract more qualified and competent professionals from the public and
private sectors,» Zhazykbay said.
