Kazakhstan is going to confer a
special status on Turkistan city, designating it as a spiritual and historic
center. A consultation paper on a draft law envisaging the city’s national
significance has been published on the open legal acts portal. The priority
will be given to preserving the historical and cultural heritage sites. The
Turkistan region’s administration center also suggests creating conditions for
the development of tourism, one of the drivers of the city’s economy. Besides,
it is offered to expand the powers of local authorities, enabling them to
identify the main urban development policy areas, preserve its historical
appearance and provide state support for projects. According to the new
changes, the city’s and region’s administrations, as well as maslikhats, who
are local representative bodies, will be entitled to handle the matters related
to public utilities, transport infrastructure, architecture and urban planning,
trade and service independently.
