Kazakhstan has introduced an advanced training
program for akims (mayors and governors) of districts, cities of district
significance, villages, and settlements. Running until mid-May, the program
will train over 2,000 officials across 17 modules covering strategic and budget
planning, tax legislation issues, public utilities, and infrastructure
management. Participants will also learn about fostering entrepreneurship, creating
favorable conditions for businesses, and attracting investment. They will
explore the basics of civil servant ethics and the development of communications
as well. The akims will undergo training at the Academy of Public Administration
under the President through its branches.
«Previously, these courses were tailored to
the specific requests of individual akims. Now, we are providing all akims with
essential competencies for effective governance at scale. Akims will have the
opportunity to work with media trainers, explore various tools and methods, and
engage with media professionals, public activists, and bloggers. I hope these
programs will provide them with a sufficient amount of knowledge and competencies,»
said Yerlan Abil, rector of the Academy of Public Administration under the
President of Kazakhstan.
As part of political reforms, Kazakhstan has
introduced direct elections for rural akims via secret ballot. They were held
for the first time in 2021. Since 2023, akims of districts and cities of
regional significance have been elected under a pilot system. From 2025, this
practice is implemented nationwide.
