In Kazakhstan, people can now make specific agreements remotely by using an e-notary service online. The service is available on the website of the integrated notary information system. A user needs to select a section of the digital notarial acts, then specify his or her region, choose a service provider from the list and a type of the online certificate. The application submission requires the electronic digital signature, experts said.
“You need to provide your WhatsApp number to receive a video call. You also should provide your identification number. After submitting your application, you will be provided with full information about a notary. This is the location of the notary, phone number and all the necessary data. Later on, you will get a call from the notary officer. He or she must check your application and papers, and then get your documents notarized,” Tolkyn Aliyeva, lawyer at the National Notary Chamber of Kazakhstan, said.
The e-notary service has been launched in a pilot mode so far. Therefore, the project provides for making only specific types of agreements, which were in-demand during the pandemic.
“These are representation agreements for all government agencies and other competent bodies, institutions, and all types of business ownership of Kazakhstan, as well as inheritance contracts,” said Kazakh Justice Ministry expert Ainur Assylkhanova.
The first stage of the project involves notaries in Pavlodar, West Kazakhstan and North Kazakhstan regions. According to the developers, the list of both regions and online notary services will be expanded soon.
