Kazakh Senate approves transfer of part of public services to business sector

Starting from next year, fingerprint registration for Kazakh citizens will only be carried out with their consent. Members of the Senate, an Upper House of the Kazakh Parliament, approved a draft law on voluntary fingerprinting. Citizens will be required to undergo this registration process only when obtaining a seafarer's identity document. This requirement also extends to foreigners and stateless persons. They will need to personally apply to the registration authorities in the country’s territory to obtain an individual identification number. Previously, they had the option to do this based on a power of attorney issued to others at their actual location. Starting January 2024, the Astana Hub participants will be required to be physically present at the technopark's registration site. The law waives these requirements in case of the absence of necessary infrastructure at the technopark participant’s location. Additionally, the Senate has approved draft amendments to the legislative acts of the State Corporation 'Government for Citizens,' which involve transferring part of public services to the business sector.

“The approved law aims to enhance legislation in the field of public services. It also includes amendments related to the operations of the Astana Hub international technology park and fingerprint registration. Particularly, the law outlines the strengthening of responsibility for employees of the State Corporation 'Government for Citizens' and introduces voluntary fingerprint registration for Kazakh citizens. We hope that these measures will contribute to strengthening mechanisms for protecting citizens’ rights,” said Maulen Ashimbayev, Chairperson of the Senate, the Upper House of the Kazakh Parliament.
