The first meeting of the Artificial Intelligence Development Council was held today in Astana, opened by Kazakh President Kassym-Jomart Tokayev. This reflects the importance the Head of State attaches to the sector, as today it is impossible to withstand global competition without advancing AI. President Tokayev reiterated that digital systems and neural networks have become essential for sovereignty and a driving force of economic growth. Moreover, AI technologies must also be integrated in the education system. To ensure the training of highly qualified IT professionals, it is first necessary to establish a specialized research university in the field of AI in the country.
«The new institution should be granted special status, with leading universities from around the world invited to join as partners. I am instructing the government to prepare concrete proposals by the end of the year. Some may question why Kazakhstan needs a new university of this kind, but the main goal is to train skilled specialists capable of implementing artificial intelligence technologies across all sectors of the economy. The research university should function as a hub for science, education, innovation, and international collaboration,» Tokayev said.
At present, more than 63,000 students in Kazakhstan are pursuing IT majors across 79 universities. This year, the country launched the AI-Sana program, through which over 400,000 young people have already received certificates in the field of AI. Universities have also established AI research centers. Still, this progress is not sufficient. Today, the Head of State stressed the need for the broad integration of AI into the education system, with personalized learning placed at the forefront of this effort.
«AI-based systems can form individual learning pathways, ensuring that each student develops at his own pace, realizes their potential, and gains confidence. Successful international examples already exist. In the United States, platforms such as DreamBox, and Knewton, adapt math courses for each student, while in South Korea, AI is applied in language learning. For Kazakhstan, personalization has special meaning,» Tokayev added.
The Head of State also instructed the government to
establish a national system of digital student profiles, which will be
integrated with the new University of Artificial Intelligence. The system will
help identify students’ interests and abilities in advance. As digital
solutions evolve, so too will professions. Therefore, President Tokayev has
already directed the launch of an AI-based platform for workforce retraining.
Most importantly, he emphasized, new technologies also bring new challenges.
Thus, the government must develop a national educational platform that will
allow for the creation of content in line with state standards. Following the
meeting, the President visited an exhibition of digital solutions, where
leading domestic companies presented their AI projects.
