Kazakhstan should
become a country where artificial intelligence (AI) and digital technologies
are widely applied and developed. In his annual state-of-the-nation address,
President Kassym-Jomart Tokayev emphasized the strategic importance of these
aspects for the country. He pointed out that this work is not only the government’s
responsibility but also requires the involvement of the Kazakh Parliament.
According to MPs, in the new political season, work will be done in these areas
to develop new legislative initiatives.
«There is a significant amount of work ahead
in managing AI. While the government focuses on the implementation aspects such
as platform development and others, our responsibility as MPs is to handle the
regulatory side. Cybersecurity remains a top priority for us, and we remain
committed to it. In the realm of AI, we need to ensure humanity, a
human-centered approach, and the safety of our citizens amidst the development
of digital technologies. Otherwise, it could be detrimental rather than
beneficial. Therefore, our task is to maintain a balance,» said Yekaterina
Smyshlyayeva, member of Mazhilis, the Lower House of the Kazakh Parliament.
According to the
member of Mazhilis, the Lower House of the Kazakh Parliament, one of the key
tasks is the introduction of digital technologies in tax administration. This is particularly important in light of the improvement of the new
Tax Code, which the President has instructed to be worked on thoroughly and not
rushed through for adoption. Also, MPs will work on enhancing the Law on
Digital Assets, specifically regarding the regulation of mining and the
activities of cryptocurrency exchanges, the Mazhilis member notes.
«The activities of crypto exchanges currently
operating in the Astana International Financial Centre are a topic of
discussion but it might be time to reflect some aspects in national
legislation. Issues related to mining are regulated from a legislative
standpoint but we should focus our work on administration. We have established
a regulatory framework for data centers, which are now starting to develop. I
believe that legislative reforms in the field of public-private partnerships
and its rules will encourage investor participation in data center construction
projects,» Smyshlyayeva added.
