Over 1,200 Kandas families and migrants in Kazakhstan have received economic mobility certificates. This type of state support was introduced last year and aims to encourage voluntary relocation from labor-surplus regions to labor-deficient areas of Kazakhstan. The certificate is provided to each family on a grant basis, covering 50 percent of housing costs or up to 4.2 million tenge. It can be used for housing purchase or construction or to cover part of the down payment on mortgage housing loans and state programs approved by the country’s National Bank or the Government. In order to receive financial assistance for purchasing a home, a preliminary sales contract is required, and for construction, a document confirming the ownership of the land plot is necessary. It is noteworthy that Kandas people and migrants are offered other measures of state support in addition to the economic mobility certificate. These are subsidies for relocation, housing rent, utility payments, and access to short-term vocational training.
